Ahh Metamaterials, cool stuff. I'd be willing to bet this is a 'side' effect of other research. Cool nonetheless though.

RF metamaterials hold more research and development in defense then searching for water proofing. Now I will concede that it's also a very real possibility that there is a need for material to behave like that in the presence of water molecules for reasons other then oxidation on simple structures, like high pressure hydrogen extraction, systems where temperature fluctuations and condensation occur. keeping instrumentation 'fog' free etc.. the tracking system for laser guided "packages" use dynamic mirrors and have to compensate for temperature and atmospheric effects between source and target. materials like this help.

I could go on and 'speculate' more but other things need to be finished first..
